Abstract:
The evaluation traditionally studies the effectiveness of programs, examining the achievement of objectives. Developments in the field of program evaluation in recent decades, however, stressed the need that i) the investigation of the effectiveness should not be limited to the examination and/or the measurement of objectives, but be enriched with more information, and ii) explore other components of program, such as context, inputs, process and theory. In adult education especially the effectiveness of programs is determined not only by the objectives but from other elements as well. Examples include the recruitment of trainees, participation and completion of the program. The evaluators are interested now to supply with a variety of information to those who have responsibility for the program or involved in this in order to have more comprehensive information.
